Saying it too early would be a bad idea, but I have no problem saying it when I mean it, and when I mean it I know that the other person feels the same.

If you are asking yourself why you don't want to say "I Love You" to someone, it is either because you are so into them you know it would hurt you if you were rejected, OR you really aren't sure if what you feel is love. But know that the fact that you are asking yourself that means you take it seriously, unlike those that hurl it around... after all it is just another word right? You're afraid of the feelings not the word.
