Because that's how the female cannbis sativa plant grows.

to answer the question, the so called hairs are like the petals of the marijuana. The female cannabis plant grows these marijuana flowers, that is how they get there.

pollen gets cought on these hairs and i guess is transferred down to the seeds within to germinate

The red hairs come from a cell on the plant called a 'Calyx'. The 'Calyx' sends out white hairs (like a small snakes tongue) to catch male pollen. If the hair was to recieve pollen it would retract into the 'Calyx' and make a seed. It makes a seed by using the stored THC within the 'Calyx' which is why Sensi is best as it's contains more pure unpollenated THC, which in turn gives you the high.

As these white hairs get older and die (because theres no male pollen available) they wilt and turn red. Generally, buds should have around 60% coverage in red hairs to show they are mature and ready to harvest.

So, if you have red hairs then the grower has done his job well and your in posesion of good bud, good bud.

Heres one of my own and yours should look similar.

The one on the right is cured which makes it a much more pleasant smoke. The one on the left is 'un' cured.

Red hairs won't get you higher (look for the white THC crystals), but they are a sign of good pot. Remember though, the hairs can be other colors besides red.

A fair visual assumption me agrees, but crystals alone won't give you an educated guess to the bud being harvested correctly. By correctly, I mean at the right time to give a quality smoke. With certain strains under HIDs you could get stem and leaf crystals up to 4 weeks before optimum harvest time. That means for those that need to buy it and then remarking to his/her supplier that "it looks nice and crystalised", is in fact sending the grower a message that he can shorten the plants life far short of its potential. Most won't, as bud size equals weight, but even when the buds have hardened some strains hold back, as though giving out it's last reserves before showing optimum harvest time, but the inexperienced will see 'cash before quality', and give you all the crystals you wish. Like when the man from Del Monte, he say "no".
It's most likely better if you read this link yourselves, being as Slammons original quest was the origin and maybe importance of the 'Red Hairs' he observed. Hopefully, anyone who reads this and has previously passed a thought for those red hairs will join into a unanimous agreement that 'red is best'.
