Ive never heard of anyone who can play 16th notes past 200 bpm and not be able to bend a string seriously... if you bothered to listen to his music, you might hear a string bend or two you know next to nothing about him no, its not. there are ways to judge skill level... its like an IQ test. Im not going to think of every single aspect one could be tested on, but Ill give you a basic idea: things like max picking speed, max speed changing chords, consistency of errors, etc. Im positive that Yngwie would score higher on this test than any guitarist you have named so far just incase you havent yet managed to grasp this concept, skill level is not about music, its about the ability to make music. it has nothing to do with personal style either, because if it did, it could not be measured on a "level" (hence the term)
