I have 2 female cats. One is older and has been fixed. The other is a kitten almost a year old but is not fixed yet and is seeming to go into heat every 2 weeks. I have read that they go into heat for about 3 days to a week every 3 months. Also I have caught the older female cat ontop of the kitten bitting her neck and humping her.....Why is she doing this? I though fixing a cat relieved all sexual tensions.

Not always, my neutered tomcat likes to hump clothes (fluffy jumpers, to be exact).

Cats do come into heat alot, I suggest strongly that you neuter her, it will be better for the cat in the long run, they get extermely stressed if they can't get out to mate while in heat, not to mention all the problems she can get in later life if she isn't neutered.
Another reason you other cat may be humping could be a dominance thing. She'll see the younger cat as a rival, she can't mate herself, so she takes her frustrations out on the younger cat, who's heat is setting her off...that's what I'd assume anyway, always hard to tell with cats, they don't hold very complex social structures as opposed to dogs. ;)

NOPE! It only solves the Pregnancy problem! Animals, are just like people. We all still get horny! In your case one female smelled the hormones being released by the other female. Reproduction is the most BASIC instinct in all creatures. From Plant's to Humans. It's natural, so I wouldn't worry about it.

My cats always did that too... The Fixed one would jump on top of the one thats not fixed (she is now :)) and hump and bite her... I found it amusing... But get the cat fixed... Its a good idea for their health

I once had two male kittens who were NOT YET weened. These guys did the 69 thing. Because each thought it was Moms food supply.

My fixed dog humps my fixed cats, so they're not even any species lines being respected.
