I don't really like a lot of the Stooges' work. It's probably more of an acquired taste. MC5 is okay, but I've still kind of been tainted by BOC's cover of "Kick Out the Jams." So, I'll go with the Velvets.
Neither, best Punk album of all time is the Damned-Machine Gun Ettiquette. That or the debut of Pere Ubu.
I wouldn't truly call The Velvet Underground "Punk-rock", the term is no longer used to describe that kind of music... In the "old" punk-rock aspect I would go with the Velvet, in the more modern, I have to agree on the Sex Pistols.

The Velvet Underground were more avante grade (noise rock in some respects). They were also very experimental and innovative so its not the best idea to simply classify them as punk, its to restricting. With that said, if you are asking for my favorite, it is indeed VU.
Out of those albums, White Light/White Heat is definitely my favorite. However, like most people have said, it's not really punk. I've never thought of WL/WH as punk, but I guess you could see it otherwise. So, Kick out the Jams would be my favorite punk album out of those. Hell, I actually wouldn't even call KOTJ punk, but meh...

ahaha, my bad I consider "White Light/White Heat", "Sister Ray", "Lady Godiva's Operation", and "I Heard Her Call My Name" all to be proto-punk.... that's more than half the album, good enough for me!
