Why tied to water: The right side looks like it has some type of hose and nut holding it in place. Plus It is plastic.

 

It just hit me. I take mine to sporting events.

Nope

The red part is plastic, the part it's connected to is metal but is not a hose or nut, and it is not holding it in place. It doesn't have or use water but you might find it on a boat, although that is not the only place you'd find it.
