The issue for Trump and the GOP is how to find the welfare money for farmers without going through a Congressional battle.

To make matters worse, the federal government is currently shut down.

Perhaps Trump could declare farmers a Trump-inflicted national emergency and siphon money from the military to give to the farmers. Trump used this emergency ploy during his first term to build his border wall.

The military money can be backfilled later.
