Is it a hinge to a cabinet? Looks like something that has to rotate or depress

Not a hinge and it doesn't rotate. The top half and the bottom half of those silver parts, are not actually connected, there is a gap in between.

presses like that can be used for different things. I would use it to make hash. So I would call it a hash press. I assume it is manually operated.

You could make "Newsom for President" Badges with that. You can sell them thru the forums if you want.

 

Lol, the press doesn't belong to me, it belongs to my 20 year old. They use it to make pins that they give out at protests that say "Fuck Trump" and ones with pictures of Luigi on them. I'm just here visiting for a few days.
