Ooo, @Toker , thanks. It's either a telescopic pointer, for example, used by a sales person pointing to stuff on a flip chart, or it could be a telescopic electric aerial. I'll opt for pointer but, if it is a pointer, it's your win. If ots not a pointer, I'll opt for electric car aerial.

No. I want to say it's not a tool, although, some could argue that it is but it's definitely not a mechanics tool.
Nope Nope It's only a tool in the sense that it helps you do something, it has a specific job. I wouldn't normally think of it as a tool though. It is about as tool like as a fly swatter, if that makes sense. Lol. And no it has nothing to do with swatting flies either.
