Go back some decades, I used to ride in cutoffs. Stopped at a light, a group of ladies walked by, one says "you look comfortable" with a huge grin on her face. I was checking her out, she had a great bod and was wearing those bike shorts that were pretty popular back then, the super thin stretchy material that showed every contour underneath and a little bit see through. In NY it was a court decision that gave women the right to be topless in public. There was a group of women who would protest topless every year and they would get arrested. The women pursued the case through the court system with appeals and it landed in the NY top court who decided if men could be topless in public then women can also.

I still seen a few topless ladies around in the summer. Some working on there gardens and others driving. I use to have one neighbor who would check her mail topless with just underwear bottoms on.
