Richard Bryan Watrous was charged with entering and remaining in a restricted building or grounds, disorderly and disruptive conduct and parading, demonstrating or picketing in a Capitol building. The charges were filed on September 21. The FBI announced Watrous' arrest on Tuesday, September 28. Court documents say they identified Watrous through cell phone records and surveillance video that show him entering the U.S. Capitol during the deadly riot. He was interviewed in June by FBI agents who say Watrous told them he planned to go to Washington D.C. on January 6 as soon as former President Trump told people to. As part of a plea agreement, Keller will cooperate with the government in additional prosecutions stemming from the attack on the Capitol in exchange for the government dropping the six additional charges against him.
