That was the only major bill Trump signed. The House and Senate were under GOP control. Even that one required some goodies to Murkowski and Collins to eke the 51 votes needed for passage and for Trump to be able to sign it.
Biden is making aggressive moves to gain the support of moderate conservatives, and is being criticized by liberals for pulling out of Afghanistan and not supporting immigrants more, but those are moves guaranteed to win the support of moderate conservatives and the wealthy. Democrats want every fucking member of the Tea Party they can get their hot little hands on, and will not let up on the pressure, until they are ready to stomp them into the dirt.
