Trump apparently hasn't started an official presidential campaign committee for 2024. If he had, and if it had raised more than $5,000, he would be required to file a statement with the FEC that he qualifies as a candidate (even though such a statement doesn't necessarily mean someone will actually be running as a candidate). He could still make a statement that he plans to run in 2024 regardless of not currently being required to file a statement with the FEC. Trump is making shadowy remarks and blaming the FEC for his not yet announcing that he plans to run in 2024. The money Trump has raised since the 2020 election is not 2024 presidential campaign money. If it had been, he would have already been required to file a statement with the FEC that he qualifies as a candidate (like he did on his inauguration day in January 2017).
So if he decides to run (provided he can) will he be able to say it's his own money, and that he's financing his campaign with his own money? Unless of course he's spent it all on his legal defenses.

The voting machines are suspect because of a burglary by people sympathetic to Trump in Mesa County, CO. They need to be replaced. The situation is similar in Maricopa County, AZ where chain of custody was compromised due to the pro-Trump partisan AZ audit conducted by people and groups who were incompetent and who worked with a lack of transparency and accountability. A few million dollars worth of election equipment needs to be replaced.
