Yes, Idaho is surrounded by states with legal weed, but they refuse to legalize even medical marijuana. I live in Oregon and when I visit my brother in Idaho I have to hide my buds, purchased legally in Portland.

It's like the old State of Jefferson they tried to form. Southern Oregon and Northern California are pretty conservative rural areas and they're tired of us liberal city folk cancelling out their votes. Voting Trump out of office was the last straw.

Utah allows medical marijuana. The only state bordering Idaho where THC is fully illegal is Wyoming, which allows CBD. Idaho doesn't even allow that.
