Police were trying to neutralize the threat. They were anticipating Trump's supporters to eventually break through the doors and into the lobby where members of Congress had been standing moments earlier.

They were trying to buy time for the members of Congress to find a safer place. The shooting stopped the advance of what could have been many rioters into the area where members of Congress were fleeing.

"The police in the video get radio warning to back out immediately. Officer with ball cap hears this on his lapel mic, looks to his diagonal towards the shooter's position and makes a rushed move away with fellow officers. SWAT member says something to man in business suit and they also move back quickly. Then Ashli climbs up into window, muzzle flash is seen to left diagonal where ball cap officer glanced. Also, NEWSMAX showed direct view of shooter. He was taking careful aim, you can see the semi auto pistol to the left of the screen.(person taking that video did NOT shout "GUN" even though the camera was pointed directly at shooter) In his extended shooter's stance his arms come out further and he is not wearing a uniform but is wearing a dark suit with white dress shirt cuffs showing. After shot fired he advances out from the doorway he was hiding in and you can see him clearly in the business suit, wearing a black mask. Looked dressed like the other guy in his suit that was warned away by SWAT team officer."

 

The rioters thought they had won the battle when police guarding the door walked away. They didn't realize that a shooting was imminent if they breached the doors. Police had to move away to avoid being in the path of possible shots coming from officers inside the lobby if someone breached the doors.

One rioter tried to warn the others after seeing the officer in a dark suit on the other side of the doors preparing to shoot.

Someone thought the shot was a flash bang, not realizing Babbitt had been shot.

Another rioter yelled that an active shooter was present, not realizing it was a police officer in the lobby trying to protect members of Congress.

The police who had walked away quickly returned to assist Babbitt.

 

As for Miss Babbitt's aforementioned comment, I can only hope she meant it.
If so, well, mission accomplished.
She will not see it when Biden becomes President.
