He can over-rule the president and prime minister on religious grounds but their Democracy still works. They do vote. We have a supreme court which just over ruled Trump. I don't see them as bad as Saudi Arabia. They have preferential treatment for their own kind, so does Saudi Arabia, and so does Israel. The idea of a prefect union or perfect government is yet to be realized.
Another thing I should add here is hard to understand; however, the Ayatullah of Iran (their supreme leader) is not as high as the Ayatullah Sistani in Iraq. They are below him in the Shia sect of Islam. So, Sistani in Iraq can over-rule the highest leader of Iran -- on religious grounds that is. So, these religious leaders would not get involved in things like building permits or traffic law or drug enforcement. They will get involved in things pertaining to religion, such as appeals on divorce, death penalty, inter-religious marriage, inheritance, and things like that.

Trump made a mistake related to voting that he accuses others of doing. He wasn't permitted to use an address in DC and vote in FL. He legally changed his residence to from NY to FL. He's not legally allowed to live continuously at Mar-a-Lago, except for brief stays as a guest. He made another mistake. He's not allowed to live in Manhattan more than half of the time because he legally changed his permanent residence to FL. A remedy would be for him to find a place to live near Mar-a-Lago and use Mar-a-Lago for visits.
