Trump is currently threatening American companies themselves with tariffs if they don't bring jobs home after damaging them via tariffs on other countries that caused retaliatory tariffs on the U.S. Similar to his recent call to boycott Goodyear, Trump told consumers to boycott the American company Harley-Davidson (ironically, based in Milwaukee, WI where the Taiwanese Foxconn opened) and threatened it with punitive measures when it said it was considering moving some of its operations overseas to avoid retaliatory tariffs caused by Trump's trade wars. Trump (who's supposedly ten steps ahead of everyone) apparently was informed later of his crass mistake, reversed his stance, and vowed to retaliate against the EU for its retaliatory tariffs.
