We have dickheads like that here in the UK too, so you're not alone, the difference between you and him is simple, if he gets sick no doubt he'll get taken into hospital and receive the best available treatment, you however would probably be left at home with a box of Aspirin. We get it here all the time, a water main burst in London, flooding a couple of streets, all hell let loose, they had everyone out to deal with it. Whole towns and villages were flooded in the North of England, due to severe weather, and they got bugger all, two years later they were still clearing up the damage.
