Barr's recent comment that Trump should back off was likely done for political consumption to try to make himself appear to the public and Congress as not being completely on the fringe, which is a difficult task for Barr to achieve considering his past remarks, behavior, and implications that include: His speech at the Federalist Society in November 2019. Trump telling the Ukraine president that Barr would be calling him to investigate Biden. Barr's overseas travels to try to dig up evidence for debunked conspiracy narratives to smear Trump's political rivals. Barr publicly downplaying the results of the Mueller investigation. His reluctance investigate people who an objective Justice Department would normally investigate, such as Parnas and Giuliani, who are or were part of the underworld clique that includes Barr and Trump. .
Barr doesn't want Trump to overdo his acting job so much that it spoils the little shadow government junta, anwerable only to itself, comprised of him, Trump, Giuliani (private attorney acting as a government official supposedly protected by attorney-clien privilege), Mulvaney (dual position as acting Chief of Staff and OMB chairman to maximize ability to implement Ukraine scheme), and Pompeo. Barr seems to think such a junta is a remedy for what he perceives as an unfair justice system that has placed restraints on the outlandish acts of Trump. As evident in Barr's speech to the Federalist Society in Novermber 2019, acts of Trump that fit Barr's paradigm of normal, justified, executive authority that he thinks the Framers intended include: Travel bans directed at Muslim majority countries. Separation of migrant children from their parents to coerce Congress to spend U.S. taxpayer money on Trump's wall. Underhanded repurposing of Congressionally appropriated money based on a fake national emergency to build his wall that he said Mexico would finance. Repurposing money without Congressional approval from various agencies in legally questionable ways to try to bail out farmers and minimize Trump-induced damage resulting from his 'easy to win' trade wars that were implemented without Congressional approval via Trump's liberal interpretations of dated, obscure laws that were meant for other uses, such as wartime contingencies. Bypassing established channels of government by using clandestine maneuvers to coerce a foreign government via withholding of U.S. taxpayer money to investigate Trump's political rivals for personal gain. Barr himself has been quietly involved in this scheme as revealed by Trump's Ukraine phone call.
Trump doesn't know how to govern and act appropriately with Congress, the Justice Department, or even with his own White House staff via established procedures, as evidenced by his disposal of Comey, Sessions, and Rosenstein of the Justice Department, a myriad of firings and resignations of his White House staff, and a post-impeachment retaliation campaign against members of Congress. He resorts to using tactics and actions whose legality is relegated to the courts to decide and ones that cause impeachment proceedings. Trump doesn't accept the fact that there are some items that a law abiding Congress and established channels of the executive branch aren't going to give him, even when both chambers are controlled by Republicans and when he has a White House staff that was handpicked by him. His wall funding is an example. If he had gotten Mexico to pay for it as he had promised, he wouldn't have had to use his circumvention tactics that caused problems. Barr ignores Trump's lack of governance expertise and his unreasonable demands. He sees all of Trump's expansive, unchecked, executive action as normal, justified, and approved by the writers of the Constitution. To Trump and Barr, the problems are with the members of Congress, the courts, and even his own hand-picked staff who are to be circumvented. Barr doesn't want Trump's loud mouth to interfere with his Justice Department position and ruin their circumvention game, like Trump did with his Ukraine phone call that fortunately was brought to the attention of Congress and the public by law abiding officials.
