Some people are stupid enough to assume that they can get away with it by sending a PM.
If you hit the report button, a moderator only sees that one post, so if in doubt it gets handed over to Skip who can see what led up to it. Even if the person reporting deleted their provocation, the deleted message still exists on the server.

As the site owner, Skip has a legal responsibility to audit messages and report promotion of terrorism, organized crime or child abuse.

It was failure of Google to audit correctly that led to the youtube PM system being shut down.
All this is overseen by the internet regulator who has worldwide powers, which were vastly increased following the spate of terrorism a couple of decades ago..

 

When I very first joined. A member now banned tried to recruit me for IS!!!
It terrified me.
I now know how to report upsetting Pms.

Reckon I've been here around 20 years. Seen ém come and go. Good ones, bad ones, smart asses, kind ones, mean ones, interesting ones, VERY interesting ones, dog fuckers, dick suckers,good cooks, good artists, lesbians, trans, straights, a-sexuals, good story tellers, boring ones, contrarians, easy going, hard core, right wing, left wing, no wing, the young, the old, some dumb, some very intelligent, real beauties,real uglies, ----I could go on I suppose. Many, I miss. A few I wish would MOVE ON, but I guess I'll keep checking in until I shuffle off to the big roof in the sky.

(I will be happy when all this trump shit fades into the past. It has really brought out some hard core hate from me for the type of people that he is. My life has not been one of hate--but a good mix of pain,love, joy,fun--you know--just like the rest of you. Nothing special.) Yeah, I never understood the hate of Trump, either.

I can see how his personality can be off-putting especially to those who might have felt bullied at some point but hey, a great personality doesn't get things done. The way he is does seem to be helping abroad in addition to domestically. And many do seem to be coming around to accepting his accomplishments. Hopefully he puts more effort into reducing healthcare costs (the biggie) and deregulating marijuana (of course)!
