Not really if you are under the right conditions. It's not healthy but it happens. It's not unusual for the average high school wrestler to gain and loose weight so he fights with an advantage in his class. Lot of high school coaches are shaving a kilo or 2 a day off their athletes a day. If they do it a detention center can.
Now that you have said that, its time to show off your scientific prowess and tell us what the maximum amount of weight one could lose in a week, body fat that is, not water weight. Hint: I already know the answer

News sources rely on most not actually reading the article

eight feet is nominal IMO you have to have a solid base for something that tall, and also the soil it's built in. look at a few engineering books...….most skyscrapers have almost as much in the ground as they are tall.

I read the article The staff who escort the kids everywhere they go are still staff, not sure why you think they're not. 178 allegations of abuse against staff. 1300 serious enough to refer to the FBI ( includes staff and from other detainees) And sexual abuse is hard to prove, just because officials determine something is unfounded doesnt mean it didnt happen, it means it couldn't be proven And it isnt okay to lock children in prisons where they're vulnerable to sexual abuse by the other detainees either, not sure why you think that's fine.
