Look at the bigger picture of sanctions. Nothing in the theory of Communism says health care is bad and I've never seen anything to "debunk" this. They use the limited resources they have well and it's important for the government to provide care. Is it perfect? No, but why don't you try getting a $2,000 bill to use an American ambulance and say that works.
