@Poplo. This bay is at the end of a very eroded old mountain chain, with an arroyo that empties into the bay. I presume the sand was eroded from the surrounding mountains over time and collected down in the bay are where there is a huge sand bar, and the bay is lined with deep sand. Many oysters were farmed here in the past for their pearls, including some in the Royal Crown of Britain.
