Chances For Legitimate Election In Dpr And Lnr Are Shrinking To Zero

    2015 calendar year is coming to its end irreversibly bringing with it the deadline to take respective measures in order to settle the situation on the East of Ukraine. These measures were pointed out by the Minsk agreements concluded by the ‘Normandy 4’. And though there is still some time left, no progress is visible in terms of implementation of the agreements. At the contrary regarding current situation those agreements will never be put into practice. In this respect the election to be held within the territories beyond Ukrainian control are becoming a really burning issue. According to the statement of the leaders of the rogue republics (DPR and LPR) these election are to take place on February 21 and April 20 2016.

    Currently three-lateral Contact group in cooperation with the representatives of separate areas of the Donetsk and Lugansk regions are discussing and settling all the issues pertaining to the upcoming election. Particularly the topics discussed are as follows: termination of the prisoners exchange process, remission, amnesty, setting up timely humanitarian supplies delivery, complete re-establishment of social-economic relations with Ukraine including wage and pension payment, bank system operation. Even though the major condition to carry out the election is the withdrawal of the foreign armed units from the Donbas territory and restoration of Ukraine’s total control over the territories within its border. That is the issue within which we can see no progress being done. Moreover it is now evident that nothing would be done in this field till the end of the year.

    On its part Ukraine is sticking to the Minsk agreements implementation plan. Verkhovna Rada has already taken measures required to realize decentralization and make amendments to the Constitution of Ukraine. This is also true for the organization of the self-government procedure on the occupied territories. The last provision of the Minsk agreements to implement which is expected to start paving the way for Donbas to reintegrate in Ukraine is election carried out in accordance with Ukrainian legislation and based on the OSCE standards.

    Ukraine has thoroughly and comprehensively fulfilled its engagements according to the Mink-2 agreements. First of all it pertains to ceasefire and heavy armor withdrawal from the line of contact. But it is Ukraine that is now subjected to strong pressure; meanwhile Kremlin is seeking for new lame excuses to hypocritically justify its primary role in separatists’ unwillingness to fulfill Minsk agreements.

    While being in Kyiv on the 8th of December the U.S. Vice-President Joseph Biden delivered a speech in the Verkhovna Rada. He stated that holding the election on the territories beyond control of Kyiv depends on the position of the Russian Federation. According to him Russia must induce the separatists to coordinate their election with the Ukrainian legislation and OSCR standards. Besides local authorities must allow Ukrainian parties to take part in the election, provide access for media and not to impede the activity of the OSCE observers. “I want to address directly the people of Donbas: there is an alternative way – you may go on living ruled by the separatists denying humanitarian supplies and restricting access to the international organizations such as “Doctors Without Borders”. It isn’t the future Ukrainians tend to prepare for their children”, - said Biden, having stressed that it is the reason for the full-scale implementation of the Minsk agreements as well as for the honest and transparent election.

    European members of the ‘Normandy 4’ stick to the same point regarding they laid down the same conditions in the course of negotiations with Russia. One of those conditions is to provide an opportunity for refugees to take part in the election. They are to be able to elect and be elected. It is noteworthy that the last provision doesn’t fit Russian counterpart at all. Though according to a savvy remark of a high-ranking diplomat –one of the negotiating parties – “Honest election could have been already held. And everybody is aware that only Russia doesn’t understand what a truly transparent election is”.

    Current situation in Donbas indicates that Kremlin has decided to resign from the implementation of the Minsk agreements and consequently to disrupt legitimate election in Donbas. It signifies that the conflict is likely to be frozen. That is the option that would obviously match the plan of Moscow which puts Europe in front of a one more potential frozen conflict within its territory. But it would take after Nagorno-Karabakh rather than Transnistria as there are no more skirmishes in Transnistria and in Nagorno-Karabakh armed encounters still take place as well as human losses.
