The location is the Dam Square National Monument. I'd say the guy in the front row on the far right wearing the black t-shirt who is getting ready to accidently burn the leg of the young man in the blue t-shirt is by far the most stoned...

ha, all good guesses, i would say that the guy with the glasses or the girl with the dreads and glasses (Me) were the most stoned. might i add that the guy with the glasses drove us to amsterdam (had we lost our minds) the guy second from left was off his nut on mdma and the girl rolling a joint was high on blow. but all in all it was a great great day. i miss that place
