One big thing here that I don't think we can ignore, is the practicality behind the ritual that would lead to it being a common practice in the first place. The practice is mostly for sanitation purposes. Living in a hot, dry, and sandy reagion of the world, it is difficult to maintain proper sanitation and hygine. Women would not encounter quite the same problems. Furthermore, where there has always been dispute as to how much sensitivity the ritual takes away from a man--it is not completely desensitized. My understanding is that there is signicantly greater damage and risk of infection when practiced on women. Desensitizing is one thing, but the health risk was probably a major motivator for not doing it to women. In a dry arid and sandy region, where one cannot bathe with regularity, it makes sense to practice the ritual on men because it reduces the risk of infections and major problems. There are sometimes pretty practical reasons for things in the religions like this.
