What are the Pagan or Wicca beliefs surrounding the phases of the moon?

What is the significance of the full moon, the new moon, the waxing of the moon and the waning of the moon to you as a Pagan or Wiccan or other related spiritual path?

 

For me the full moon is the culmination of creative energy. The new moon is when I try to send out my intentions to the Universe then as the moon gets fuller these intentions grow like a seedling maturing at the full moon.

I'm still trying to figure out the waning of the moon (as it gets smaller.) I think it may be a period of reaping, like the fall; reaping what was sowed (the intentions) at the new moon and what came to maturity at the full moon, until the new moon comes around again and its time to sow.
