I would bet you are correct and imo the worst part is most dont even pay attention at the local level which WILL have more of an impact on your day to day, as an example for you our little town has a population of around 3000, the mayor was elected with a vote of a few hundred and NOW they are complaining about some actions he took

Certainly its easier to remember representatives who are in the news all the time; for good or bad.
