There will not be a successful government until all the world can be peaceful... at which point government will serve its true and sole purpose of public service. Success is the contining proliferation and peace of all people in the world with no sign or reason of failure.

Singapore and Hong Kong are the best examples. Other Asian countries experiences success while they were not democratic (South Korea, Taiwan), but have passed that stage and are now democratic.
The most successful non-democratic state was the Soviet Union. It was the most powerful country in the world.
