Its legal in a lot of places, but you will still need a permit.

In theory yes, but nobody really cares. The odds of anyone asking to see your permit are pretty low.

Depends how big a commotion he causes. He could be the next Elvis for all we know.

I'm all for Guerrilla Street performance, but Cops can be real dicks about this shit in America, depending on where you perform...

I once saw the cops "accidentally" damage the fuck out of this street performer dudes guitar in Tucson. They had him set his guitar on the hood of their patrol car and asked him for his permit and I.D.
No permit was required in this area and the dude snarkishly informs the cop of this... whoops! the cop knocks the guitar off the hood and the guitar ( a cheap classical but whatever) falls to the ground, breaking the headstock. Then the cop snickers and says "you can go now" Hands him back his ID, gets in his car and peels out...

You ain't a real Guerrilla street musician until you've been arrested or at least cited...!

Once My brother and I were playing Marimba in Balboa Park after dark, which was totally illegal (Park permits for day hours in specific spots only)But we needed coin and there were still people in the park.
So we're playing this slow blues tune when the cops come driving through the park...
They pull up in their patrol car and stops. We know we're busted cold and are expecting full body cavity searches, but for some reason all we do is smile and keep playing! Just then, windows still rolled up on the patrol car, the driver picks up his mike and says though the P.A.,

(crackle)..." could you guys play something a little snappier?"...(crackle)...

So we jumped right into our fastest piece in a kind of nervous frenzy.
The cop kicks his head back in laughter, gives us the thumbs up, sits there for a few seconds then drives away!

Music is a powerful thing my friends...
And sometimes cops aren't always all about "just being by the book".
    Cops need music too.
    Well, some anyway.
