I do great on everything except my environment. I've tried the water treatment, plant trees, recycling center, export my garbage, city ordinances. Anyone have any advice?

you gotta build farm land build lots of it. Farmland is good from the beginning because they imediatly look for workers from your city altho they dont employ alot of ppl

Since it's Rush Hour, you can use a multiple cities stretegy that works, but can be tedious. With the more effective transportation system that the expansion pack provides, set up one city as a residential city, one as an industrial city, and another as a commercial city. Start off with the residential, then build farms in the industrial, with enough roads (many, but not too many) to get them back and forth. After a while, demand for commercial will start to rise. That's when you start your third city. Once again, a good amount of roads, and possibly freight and pasenger rail, and eventually highways. And, if you really need to up public transportation (you should always have a bus system in this tri-city system [but don't set it up too soon, only when they start complaining]), elevated rails and monorails can be a nice little helper. Like I said, it's tedious and requires going back and forth and back again many times, but can be very successful. And yes, the industrial city will have loads of pollution. But the residential and commercial cities will be generally clean.
