Like most members of the mint and salvia families, Salvia Divinorum reproduces by vegetation. The plant grows tall, falls over, and the stalk that touches ground sends out roots. So you get these "runners" spreading out from the adult plant. The easiest way to raise the plant is from a rooted cutting. You can buy them on ebay.
