I've looked around on the internet for the true story about this..but there always seems to be a debate about the details... Can anyone tell me the OFFICIAL story and what the actual charges were?

Yeah, and the glitterati were all like "hasn't the poor man suffered enough?" Answer: no. Drug, rape and sodomise a child and you should go to jail. France should have handcuffed the bastard and sent him back.
