How do you create a picture like this...

(black borders with the blue and white type)



Is there a website or free software???

Any info would be appreciated...

There are several things you can use that are just online tools, but if you want to get fancy you'll need Photoshop.

i know icanhascheezburger.com has that tool as part of its captioning set for cat photos.

 

Photobucket has a tool for that. You get an account, upload the picture you want to caption and it will come up as an option to modify it... somewhere. I've only heard, but have yet to try it.

 

I've done pictures like that on photobucket, they've got a pretty neat photo editor now and it's freee! You could also do it on any other photo editing program, ms paint, photoshop, paintshop, etc.
