Accept and Judas Priest certainly have some of the typical power metal characteristics but they are really more classic heavy metal. Power metal is focussed even more on guitar solo's, high pitched vocals and lyrical themes like epic fantasy and medieval swords battles. The keyboard often plays a bigger element than in 'plain' heavy metal too.
