I'd say very tired. I suspect he has corrected himself since then, and had a laugh about it. It just seems rather weak to pick up on this point. If he had caught himself early on, when he said fifty instead of forty, then a correction wouldn't have disrupted his speech too much. the people on live newscasts do the same thing, at least the more experienced ones.
I doubt Mccain would do a better job. What about Mccain saying that bringing troops home doesn't matter ? Or when he said , verbatim , "I don't understand the economy".
