I just returned to Seattle after 11 years away so I can[t help you, sorry. But you might volunteer for Hempfest - you'll meet some good folks that way. All ages.
There's a lot of people your age at the colleges... UW, BC, WWU... there are so many colleges, CC & universities around here - you'd definitely be able to find some friends there. But you might have to wait til fall when the students return. Good luck!
