it's nor far fetched to do it. they only care about if it's possible, not if it should be done, they're engineers, they know other people will make the "should it be done" decisions. and they figure they should work out the trickier bits in preparation for someone higher up asking for a plan. it's also a plan we've been considering for terraforming venus.

The plan sounds very plausible if they could get it to work. Steering comets sounds like a pretty precise science though, no margin for error.
the culture at nasa is unique, it's not going downhill, it's actually a good thing that they aren't afraid to say "well, this'd work....."

lol...The difference is that I don't have people's lives so tightly in my hands. And I really don't care that much about my job...To compare NASA and the piece of crap job I have is ludicrous. I never once said I could do better, but I'm still saying, I sure as hell wouldn't fly to space with them.
I'm just saying. it's REALLY hard to do something 100%, and you do have to remember that when challenger happened a LOT of shit was outsourced to private contractors. the people who fucked up were NOT NASA they were people who sold shit to NASA. 100% is impossible under the best of conditions. it's not a NASA fault, it's a human fault.
