My Thoughts On How To Make It Easier For Orphans To Find A Home.

It's far too easy to become a foster parent but far too hard to become an adoptive parent. Make the two extremes meet in the middle. And give foster parents who have been in the children's lives a long time, esp. since an early age, some of the same rights as the natural parents.
