how does one get the best out of this aspect? can the will aspect of pluto coexist in balence with the desire aspect of mars? must the desire be enslaved by the will to get the best of this aspect? should the desire and will work as one?

Ok i guess that i can answer this particular question with a good degree of certainty. NO. NO, the will and desire aspects cannot happily coexist in this conjunction. I know this much because the friend I have with this conjunction is completely consumed by his ego and claims to have little power over his desire.
What i need to know is this, will there be hope for him or is he going to be a egotistical self serving creature forever? Advice would be appreciated.

does mars (the ancient ruler of scorpio) and pluto (the current ruler of scorpio) conjunct in scorpio give the same influence as scorpio rising?

I have Mars conjunct Pluto in the 10th.

It is favorable to Moon, Mercury and Neptune so fortunately I haven't had to kill anyone.

It gives confidence to the point of insanity ... Althought I have only lost my temper twice in my life I once took on a group of about 10 guys because they were wrong and I was right. I lived I think. But it wasn't pretty LOL, well I wasn't anyway.

I witnessed a murder as a man was shot in front of me.

Mars Pluto has incredible potential for violence and power and it is unwise to taunt such people.
In the positive, it will never back down from a fight no matter how terrible the odds against it, and it will support it's friends to the death. There is no compromise with Mars Pluto once it is fired up.

I reckon William Wallace in the film Braveheart had that conjunction.

No it depends how well integrated the conjunction is in the chart. It is volatile and explosive in nature and needs easy aspects to release it's volcanic energy. Never ever taunt someone with this conjunction however because they will never give in. It reminds me of the ideal aspect The Terminator would have - never give in or give up and massive power.

It is generally more comfortable to have the malefics in Angular Houses as you can deal with the energies directly. The 12th is a Cadent House and no planets in 12 can express themselves easily, or if they do it is subtle and secret.

NO I would say Pisces and Scorpio are harmonious and the 12th to th 8th is also. It is not quite that simple.
It is just that planets in the 12th, like in all Cadent Houses, have difficulty expressing themselves well. Only Jupiter and Neptune could be said to be happy in the 12th, Mercury in 3rd and 6th, and Jupiter and possibly Saturn in the Ninth. All other bodies in these Houses have problems.
