No. Love, in the most pure sense, is a bond more than it is a feeling. However, one may be able to know at first sight, that they will love a person someday.
I think love is something that is too strong for one encounter. I agree that you may see yourself falling for someone after first sight, but not love.
Maybe not first sight. But by the end of the day, on the first day of meeting my current gf, we really liked each other and dated the next day. Love is something that grows, but we really liked each other right away.

I guess it depends on what you define as love. Technically when we feel love early on, it is chemicals. Eventually those chemical levels start to sink lower and lower. After about 9 months, those chemicals are very low. It's biological. If you are talking about another type of love; one that is formed out of friendship, admiration, etc. that takes time.
