This is not accurate IMO.
Yes, they (inteligence services) do monitor the internet, given enough "inteligence".
They also do track certain individuals.
Not everybody and not all the time.
That is false.

They (ISP's etc) work with the NSA or any other government inteligence services, but after the fact in most, if not in all cases, to gain the records of peoples activities.
Not, for the most part, real time surveilance.
