Manchester, ENGLAND, has had it's fair share of threats, actions and devastations - but despite some failings in their expected target delivery, along with lack of creditable resources and facilities still offer a degree of support and Public service to the people. I think there is a problem with stereotype thinking. Just because there are a few bad policemen, it does not make them all bad, just like there are a few incompetent school teachers, it does not mean they are all incompetent. Being a policeman is not a job I would want to do.
