No. Seeds will be the same as their parents. Back before mankind developed agriculture there was no marijuana. But through thousands and thousands of years of human-controlled evolution--always planting seeds from the stoniest hemp plants--marijuana was developed. If you want to grow marijuana, plant marijuana seeds.
Well - yes and no! Marijuana and Hemp are both Cannabis Sativa L., the species of plant is the same. Like Ranger said, it took thousands of years to get to where we are today. Over the ages cannabis has been harvested for three main crops - fiber,seeds and Ganga (or marijuana). Ganga is an East Indian word for the THC bearing flower tops of mature female cannabis plants, it is what we call "buds". Selective breeding has forced the plant to produce more and more THC over the centuries. This, Ganga, type of cannabis is what we call Marijuana (only since the 1930's, but that's another story). The best fiber comes from plants that don't waste energy by producing lots of THC. These fiber plant varieties are called "Hemp". I suspect that they have also been bred to be even lower in THC content over several thousand years. Hemp seeds produced the oil that fueled all those oil burning lamps back in the Biblical days - cool huh? OK, flash forward to today. Hemp and Marijuana are legaly the same thing (here in the U.S.), but they are at opposite ends of the "Get You High Spectrum". Hemp seeds will grow Hemp type cannabis plants and Marijuana seeds will grow Marijuana type cannabis plants - that's it! If you want to get a good buzz from Hemp you would have to selectively breed for many generations - what a waste of time!
