I bought bag seeds and followed the instructions printed on the bag but so far failed to germinate them. It says sprinkle the seeds on the surface and keep moist.

Other than on the surface and moist, Foxglove also needs sun light, cool temperatures, and 3 or 4 weeks to germinate. Also remember that ALL parts of the Foxglove, including the seeds, are very poisonous.

Where are you located, that makes a difference in the advice given. Climate affects all growing things.
