When I have a party, I go to the gas station and get some of those free paper oil filters they have and a roll of elastic... then I make party hats out of them and give everyone some crayons so they can decorate their own... hehe... It's funny to be at a party with a bunch of crazy kids dressed in black and looking all depressed, sitting there coloring party hats. Always fun. And cheap.
how about a splurge party. silly string, cream, curstard, dress up in your oldest shiteist clothes (& tell ya mates too aswell) & throw shite at each other. i had one for my 7th & 20th birthday & my mates loved it (my older friends loved it more than the ones that did when i was 7). have a good time what ever you do, & happy birthdasy!
er...other drinking games...quarters, fuck your buddy board games...cranium is fun sober, more fun drunk. poker? dominoes? theme parties are fun, if you think your friends would actually go for it. my sister had a 60's/70's party a few years ago that was a riot. everyone had to go in costume, and they borrowed a bunch of blacklights and tapestries, and cds from me. they had a lot of fun. in a whole different direction, if you aren't looking to get smashed, you could have a tie dye party (tell everyone to bring their own shirts), or something else along those lines. assuming your b day is coming up soon , and it's still hot, watergun fights/water balloon fights are fun no matter how old you are, lol. hahagirl, cute idea about the party hats.
Yeah... you have to be thrifty when you're poor.. One time, I used surgical masks that I got at the drug store, but they just weren't as cool. Then I found the oil filters! Yaaay!
Yea, 70's parties are always fun. Get some good disco music and make everone dress up. Then, hours later when everyone is nice and schwilly in their disco garb and dancing, grab your camera. Makes for nice conversation in your photo albums.

I just went to a pirate/tiki party...the birthday girl couldn't decide so she mixed the two...it was a blast...everybody wore pirate hates and drank rum...yummy, yummy, i got some rum in my tummy!
Do all that other stuff, but make sure you take how ever many kegs you had at your 21 birthday and multiply is by 2.

Best thing you can do is a pimp-whore concept party: All men have to dress like pimps (Chesthairtoupets/goldchains/pornosuits and of course you have to cut yourself a mullet!!!)and all women like crackwhores(best is tiger style).Just play funk music all the time and get pissed with champain.Dim the light and install red bulps,so you'll create the right atmosphere .But be careful that the party doesn't get nout of control(could turn into gangbang,bebop or excessive vandalism)It's always big fun,especially when you go drinking out to the city later, or eating in an expensive restaurant.
