It's an American tradition that goes back to President Truman. There's a slang term in the US called "Passing the buck". In modern times they refer to it as "kicking the can down the road", basically avoiding having to deal with something by ignoring it or propping up an ineffective solution to keep people from bitching (until your term is up).

Truman had a sign on his desk; "The Buck Stops Here". It was his way of saying he wouldn't be playing that sort of game as president. Like it or not, Trump inherits that legacy. Also, the hard left thinks he's a clone of a ginger Hitler.

There's no evidence so far of any political motivations. The dude, Jarrod Ramos, was angry with the newspaper for a story they had written about a stalking case in which he was the defendant. This had been going on for years.
