We might be under covert surveilance and we'd never know it. Discover magazine did an article on this in the 80's. No, we don't see time travelers (or ET's, etc). We don't see many clowns, either. But that's only because as Judy Collins said in 1975 "...they're here".
In all fairness, people claiming to be time travelers pop up all the time. Also, we base our understanding of time travel on fiction. Perhaps it's possible to travel through time but not to interact with the past/future. Like you said, something like surveillance.
Fermi s Paradox has very little todo with time travel?................imo Moving forward in time is already basicly proofen...........lightspeed...............going backward in time, is somewhat of a issue? (alternate dimmesion ect) Fermi s paradox is about the probabylity(math) of live/evolution/society/civilitation starting on another planet...........................similiar to earth..........no proof yet. I believe in time bandits. People in the future can reach back in time and take things when no one is looking, examine them, and return them to the same place when no one is looking. How many times do we look for something only to come back to a place we had looked before and there it is, in plain sight. Has to be time bandits.
Maybe they aren't showing themselves until humanity can evolve enough to be able to deal with and live knowing about it, such as not panicking too hard learning that time travel is real, and when humans are advanced enough to understand it?
