The EPA criticizes the State department for an insufficient review of the Keystone pipeline. One million comments were submitted to the State Department. "At the very least, they give fresh ammunition to environmentalists, some of whom recently promised to unleash the 'biggest spread of peaceful civil disobedience in modern American history' if the White House green-lights the pipeline."
