Do i need African textured hair to get Dreads like this?

Well i want Dreadlocks like that or like Kofi Kingston from WWE but i've heard i need African textured hair to get it thinned and twisted like that, is this true? I am 16 and i have really curly hair but i am not African but can i still get dreads like in the picture above?
